Dubai’s RTA Upgrades Nol System: A Leap Towards Digital Payments

Dubai’s Roads and Transport Authority (RTA) has reached a significant milestone in upgrading its nol system, transitioning from the traditional card-based ticketing system to an advanced account-based ticketing (ABT) technology. With 40% of the upgrade completed, the project is on track for full implementation by the end of Q3 2026.

A Major Transformation in Public Transport Payments The Dh550 million initiative reflects Dubai’s commitment to adopting global best practices in digital payments and financial technology (fintech). Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of RTA, outlined the project’s three key phases:

  • Phase 1: The central system will be upgraded to create digital accounts for users, linking them to their existing nol cards.

  • Phase 2: A new generation of nol cards will be introduced, incorporating advanced technologies aligned with international banking card standards.

  • Phase 3: The system upgrade will be finalized, allowing alternative payment methods, including bank cards and digital wallets, for public transport fare payments.

Enhanced Features for a Seamless User Experience The upgraded nol system will introduce several innovative features and benefits:

  • Digital Accounts & Smart Payments: Users can link nol cards to digital accounts, add them to smartphone wallets, and purchase tickets using QR codes.

  • Flexible Fare Concept: Public transport users will benefit from a more adaptable fare structure.

  • Comprehensive Account Management: Users can create and manage their accounts, link family members’ nol cards, allocate top-up amounts, and enable automatic balance top-ups via banking services.

  • Advanced Payment Methods: Fare payments will be possible through QR codes, the next-generation nol cards, facial recognition, fingerprint authentication, bank cards, and digital wallets.

  • Extended Nol Card Usage: Beyond transport, nol cards will facilitate transactions across digital platforms and retail outlets in the UAE, similar to bank cards.

A Legacy of Innovation in Public Transport Since its launch on September 9, 2009, alongside the Dubai Metro, the nol system has continuously evolved to enhance commuter convenience. RTA has introduced various enhancements, including student incentive packages in collaboration with the International Student Identity Card (ISIC), as well as nol Terhaal promotional cards for tourists and residents.

Moreover, nol cards have been integrated into shared mobility services such as e-scooters, supporting Dubai’s vision for first- and last-mile connectivity. This upgrade positions the nol system among the world’s leading smart mobility applications.
