Dubai Launches Special Unit to Monitor Cyclists and E-Scooter Riders.

Dubai is stepping up its efforts to improve road safety with the introduction of a new Personal Mobility Monitoring Unit. This initiative, launched by the Roads and Transport Authority (RTA) in collaboration with Dubai Police, aims to monitor and enforce rules related to cycling and e-scooter use across the city.

The goal? To reduce accidents and make sure everyone using personal mobility devices is riding responsibly. In 2024 alone, Dubai recorded nearly 40,000 violations related to e-scooters and bicycles, along with 254 accidents that led to 10 fatalities and over 250 injuries. With usage numbers steadily rising, the authorities are taking action before things get worse.

Riders can expect to see more enforcement across popular cycling lanes and main roads that connect soft mobility zones. Officers—and even high-tech robots—will be stationed in these areas to keep an eye out for violations like riding without helmets, going against traffic, or using public roads meant for vehicles. Fines for breaking these rules can go up to Dh300.

This move comes as part of the ongoing Traffic Safety Strategy 2022–26, which is focused on adapting to the increasing popularity of personal mobility options. The rise in trips—up to 46.6 million for bicycles and 32.3 million for e-scooters in 2024—shows that more people are embracing these transport options, but safety remains a top concern.
